Biography
Nancy Hart serves as City Council representative for Ward 6, which includes portions of the Arlanza-La Sierra area and the Galleria. After serving on the Board of Education of the Alvord School District for many years, she was elected to the City Council in 2002.
She is the Chair of the Finance Committee, Vice Chair of the Community Services and Youth Committee, and Member of the Public Safety Committee.
Vision & Goals
Vision Statement: Ward 6 is a distinct and diverse community that values its people, historic character and modern amenities.
The following are goals for Ward 6 to ensure our vision moves forward.
Promote our healthy neighborhoods. Neighborhoods are the core of our community. Ward 6 is home to several distinct neighborhoods: Arlanza, Arlington and portions of two distinct La Sierra neighborhoods. Our neighborhoods should be livable, safe and close to local centers. To achieve this goal, we will continue our Safe Routes to Schools Program and invigorate efforts to encourage walking and bicycling.
Despite economic challenges facing cities across California, Ward 6 strives to maintain service levels at our state of the art libraries, parks and community centers to best meet the communities’ needs.
Preserve and learn from our historic resources. An important part of what makes Riverside a special place to live is its abundance of historic resources. Preservation of these resources fosters civic and neighborhood pride and forms the basis for identifying and maintaining community character.
A gem located in Ward 6 is Camp Anza, a WWII army camp named in honor of Spanish explorer, Juan Bautista de Anza. It was built on 1,239 acres bought in 1942 that had been part of the W. J. Hole ranch. The U. S. government paid $197,688 for the land, and after construction of the buildings, had spent over $2 million. The function of the camp was as an embarkation point or staging center through which more than 600,000 soldiers passed to the Pacific Theatre of war, both coming and going. On occasion there were more than 20,000 men housed at the camp at one time.
Although originally constructed as a military base, the area was decommissioned and the buildings were sold to private home owners in the late 1940s. The area is now known as the Arlanza Neighborhood. We will work to develop and implement educational programs that would help give recognition to Camp Anza/Arlanza’s rich and complex history.
Encourage economic success. Ward 6 supports many small, mid sized and international businesses. The blend of enterprise adds to the unique character of our area. As illustrated above, while Ward 6 is rich with historic relevance, we also recently opened the state of the Arlanza Cybrary where the future is now. Ward 6 is also the site of the top regional mall that features all the latest options in retail, dining and entertainment. Economic development is a top priority for the city and we have the resources in our Ward to make significant contributions.
We will actively pursue assistance for Small Business to encourage innovation and entrepreneurship and we will aggressively work with our partners to pursue highly desired and interesting retail, dining and entertainment options to the Galleria at Tyler.

- Working with Child Leader Project on the Community Garden in Arlanza
- RPU Water completed approximately 1,900 feet of 12-inch waterline in conjunction with the Hillcrest High School. Hill Crest High School is located along Indiana Avenue at Pierce Street.
- RPU Water completed approximately 1,400 feet of 12-inch waterline in conjunction with the La Sierra bridge widening.
- RPU Water completed approximately 2,000 feet of 8-inch and 24-inch recycled waterlines and 750 linear feet of potable waterline in conjunction with the Van Buren Street Widening Project.
- RPU Water replaced approximately 8,100 feet of aging 8 and 12-inch potable water pipelines.
