The City of Riverside Community and Economic Development Department, in conjunction with the City of Colton, has initiated an effort to prepare a Northside Neighborhood & Pellissier Ranch Inter-Jurisdictional Specific Plan. To facilitate the development of the Specific Plan, the City selected a consultant team lead by Rick Engineering to assist with meeting facilitation, land use, community-based urban design, real-estate economics, historic preservation, transportation, and infrastructure systems.

The City’s Planning Division has compiled the ranking of the three finalist consulting firms, as scored by the Staff Evaluation Committee and community members during the May 26 interviews. While the RFQ/RFP identifies that the ranking and scores were to be posted on the City’s web page by June 1, 2016, the City’s Finance Department has identified policy that restricts the posting of this information prior to the release of a written report summarizing the findings and justification for the rankings. As such, the ranking and scores of the three finalist firms shall be included in the staff report prepared for the Riverside Public Utilities (RPU) Board meeting, currently scheduled for June 27th. The City is inviting the public to help select the consultant who will write the Northside Specific Plan. The City will be interviewing three consultant teams. You are invited to observe the presentations, ask questions, and score the interviews.
Consultant proposals are available for public review via the links below. Printed copies will also be available for viewing at the Planning Division front counter upon request.
A Project Introduction Meeting was held on Thursday, March 31, 2016. The Project Introduction Meeting was an opportunity for interested consultants to learn more about the Northside Neighborhood & Pellissier Ranch Inter-Jurisdictional Specific Plan and ask questions about City expectations, desired outcomes and technical aspects of the project. A Request for Qualifications (RFQ) and Request for Proposals (RFP) seeking qualified consultants was released on March 23, 2016. The RFQ/RFP is available to registered consultant firms via the City’s online bidding website: https://riversideca.gov/bids/bid/list.
The RFQ/RFP was developed with input received at a pre-RFQ community meeting held on Wednesday, November 4, 2015 at Fremont Elementary School.
