Riverside, Ca- On November 29, 2000, at approximately 5:11 P.M., officers from the Riverside Police Department responded to Kaiser Permanente Hospital in Riverside regarding a reported possible child abuse. Emergency room personnel advised the Officer that a four-month-old baby boy was brought to the hospital by his parents suffering from trauma to the head. The child was admitted to the hospital for observation.
The following day, November 30, 2000, the childís condition worsened. He was transported to Kaiser Permanente Hospital in Fontana, then later to Kaiser Foundation Medical Center, Los Angeles. Investigators from the Crimes Against Persons Unit responded and determined that the infant had suffered trauma to the head and there was evidence of injuries to other parts of the body that had occurred in the recent past.
The victim, identified as Justin Rowe, four-months-old, of Riverside, is in critical condition at Kaiser Foundation Medical Center, Los Angeles. His father, identified as John Douglas Rowe, 31 years old, of Riverside, was booked into Robert Presley Detention Center for a charge of Torture, and three counts of Child Abuse Resulting in Great Bodily Injury. The victimís mother was interviewed and released.
