Riverside, Ca- At approximately 2
PM, officers responded to a robbery call at the Walgreens Drug Store at Central
and Magnolia Avenue. Officer Debbie Foy was in the area of the Islands
Restaurant on Central Avenue when she observed a subject that matched the
description of the robbery suspect. Foy made contact with the suspect near the
front of the restaurant and had the suspect place his hands on the hood of the
patrol car while Foy called for a back-up unit to assist her.
The suspect suddenly reared back and began to fight with the officer, attempting
to grab her gun from her holster. The struggle continued for several minutes
with Foy attempting to maintain control of her firearm and the suspect. The
suspect was able to position himself behind Officer Foy and began to choke her
while simultaneously attempting to extract her weapon from the holster. There
was an intense struggle between the officer and suspect as they went through
several bushes and over a parked car, finally ending up on the ground in the
parking lot area. The suspect had the officer in a precarious position and she
was beginning to lose consciousness.
As this was happening, three individual citizens converged on the scene and
aided the distressed officer. One citizen came from the restaurant parking lot;
one from the area of a bank located near the lot and third citizen stopped his
car in traffic on Central Avenue and ran through traffic to the struggle. The
citizens were able to pull the suspect off and away from Officer Foy, gain
control of him, and assist in getting the suspect into custody. The actions
taken by the citizens probably saved Officer Foy’s life.
Both Officer Foy and the suspect received cuts, abrasions and bruises during the
altercation. Officer Foy was treated and released while the suspect was treated
and booked into County Jail on the below listed charges.
