Chief Leach announces promotions
Riverside, Ca- Chief Russ Leach is pleased to announce the two promotions to the rank of Lieutenant, three to the rank of Sergeant and two the rank of Detective, all effective December 15, 2006.
New assignments are expected prior to the end of the year.
Lieutenant Mike Cook grew up in Long Beach prior to beginning his law enforcement career as a Police Officer with the Riverside Police Department in 1989. Assignments included Patrol, School Resource Officer, Field Training Officer and Public Information Officer. Promoted to Detective in 1997, his assignments included Property Crimes, the SACA Sexual Assault / Child Abuse / Domestic Violence unit and Technology Projects. Since his promotion to the rank of Sergeant in 2001, Cook served as a supervisor to Field Operations, in the SACA unit, with the Attorney General Compliance Task Force and, most recently, with the newly-created Audit and Compliance Bureau. While working, Cook completed a Bachelor’s degree in Business Administration and a Master’s degree in Behavioral Science. Since 1996, Cook has served as an elected member of the Hemet Unified School District Governing Board. Lieutenant Cook and his wife, Laura, have two children and two grandchildren.
Lieutenant Guy Toussaint grew up in Minnesota, got his Associate of Arts from Alexandria College there in 1984 before moving to California the following year and beginning his law enforcement career with the Los Angeles County Sheriff’s Department. Toussaint made the lateral transfer to the Riverside Police Department in 1987, where he has served in Patrol, Narcotics, the former Mounted Team, Investigations, Special Weapons and Tactics (SWAT), Probation and Corrections Team (PACT) and his current assignment in Homicide Investigations. He was promoted to Sergeant in 2001. Lieutenant Toussaint and his wife, Riverside Police Detective Lisa Toussaint, have two daughters, Kylee and Devon. Guy also has two brothers serving in the Riverside Police Department – Detective Gary Toussaint and Officer Gunnar Toussaint.
Sergeant Paul de Jong was born in Laos, Southeast Asia, came to the United States in 1967 and grew up in Rialto. He began his law enforcement career with the City of Colton Police Department, serving there from 1987 to 1997, when he made the lateral transfer to the Riverside Police Department.
As Police Officer, de Jong served in Patrol before becoming a Detective in the Economic Crimes unit in 2001. In addition to his investigative role, de Jong is also a Department instructor in defensive tactics, less lethal weapons and for the Mobile Field Force. Sergeant de Jong and his wife, Vicki, a Records Manager with the San Bernardino Sheriff’s Office, have two children.
Sergeant Bill McCoy was born in Sacramento but grew up in Hawaii, returning to California in 1985. McCoy is a 1991 graduate of Riverside Poly High School. He continued his studies, in Criminal Justice, at Riverside Community College and currently at California State University San Bernardino. McCoy joined the Riverside Police Department as a Cadet in 1994 and became a sworn Police Officer in 1995. He has served in Patrol and with the METRO / SWAT teams. Sergeant McCoy and his wife Michelle have three children.
Sergeant Marco Quesada is a lifelong Riverside resident and a graduate of Arlington High School. He also studied at Riverside Community College. Quesada joined the Riverside Police Department in 1982, where he has served in Patrol, on the Bike Team, as a Field Training Officer, and with IRAT – the Inland Regional Apprehension Team tracking federal fugitives. Quesada became a Detective in 2000; his assignments have been with the West County Narcotics Task Force, in Property Investigations and, most recently, with the Criminal Intelligence Unit. Sergeant Quesada is married with two children.
Detective Melissa Brazil grew up in San Diego before pursuing her Bachelor’s degree in English and Political Science at the University of California – Riverside, followed by her Master’s of Public Administration at California State University San Bernardino in 2001. She began her law enforcement career in 1997 with the University of California-Riverside UCR Police Department before making the lateral transfer to Riverside Police Department in 2001.She has served in Patrol, as a Field Training Officer and with the Emergency Negotiations Team. She is currently assigned to Personnel and Training. Detective Brazil and her husband, Torrance Police Officer Adrian Brazil, have one daughter, Rian.
Detective Matt Lewis was born in Tustin, grew up in Riverside and graduated in 1995 from La Sierra High School. He earned his Associate degree in Criminal Justice Administration at Riverside Community College and his Bachelor’s in Criminal Justice from California State University San Bernardino. Lewis joined the Riverside Police Department as a Cadet, serving from 1996 to 1999, when he became a sworn Police Officer. He has served in patrol, as a Field Training Officer, with the METRO / SWAT Special Weapons and Tactics Team and, currently, as School resource Officer for the Poly High School area. Detective Lewis and his wife, Jennifer, have three children.
