Real Property Services

Real Property Services acquires real property necessary for construction of the City’s public projects and disposes surplus City-owned land. Real Property Services staff are responsible to prepare right-of-entry agreements to access City property, resolve title issues related to ownership of real property, provide real property valuations and estimates, administer appraisal review, purchase required real property interests, relocate displaced families and businesses when necessary, provide interim property management for real estate assets related to public projects, ensure clearance of properties prior to construction as part of project delivery, full implementation of the Uniform Relocation Assistance and Real Property Acquisitions Act, including compliance with state and federal requirements depending upon the funding source, disposition of City-owned land in compliance with the City Administrative Manual and Government Code 54220 et seq., and maintain real estate records.

Successor Agency

On December 29, 2011, the California Supreme Court upheld Assembly Bill 1X 26, eliminating all California Redevelopment Agencies effective February 1, 2012. As provided for under the new law, each city may elect to form a Successor Agency for the purposes of winding down the affairs of the former Redevelopment Agency. Pursuant to City Council actions taken on January 10, 2012, the City of Riverside was designated as the Successor Agency to the former Redevelopment Agency. All of the assets, properties, contracts, leases and records of the former Redevelopment Agency have been transferred to the Successor Agency for administration.

Implementation of the Successor Agency’s Long Range Property Management Plan is under the direction of the Countywide Oversight Board which is comprised of individuals appointed by various government agencies and subject to approval by the State Department of Finance. There are six Redevelopment Project Areas throughout the City which include properties that were acquired to eliminate blight and facilitate economic growth. The remaining duties of the Successor Agency are to sell all of its land sites subject to future development and complete existing projects including the management and leasing of retail sites in the downtown area.
