Seminar Summary:  Mr. Zemko will speak about the world of public policy in the international arena from a Washington perspective. Public policy dialogue is a crucial component of the democratic process and he will talk about the history of how this has been promoted in US foreign policy. He will also talk about his own background and career trajectory starting from his years as a UCR student. His presentation will encourage dialogue and questions from students interested in pursuing a career in this field. 

Bio: Mr. Zemko is Regional Director for Latin America and the Caribbean at the Center for International Private Enterprise. In this capacity, he manages a region-wide program portfolio in Latin America and the Caribbean that is or has been funded by the National Endowment for Democracy, the US State Department and the US Agency for International Development. He has developed new and innovative programs to promote policy advocacy by private sector associations and think tanks. Developed projects that focus on building national business agendas among private sector associations and on raising national competitiveness. Mr. Zemko has Initiated groundbreaking programs to promote entrepreneurship and sound corporate governance standards, fight corruption, and strengthen democratic institutions. He has developed partner relationships in 20 countries resulting in effective, high impact programs. 

 Among his accomplishments are the following:

Developed and managed over 140 projects in 20 countries.  In Argentina, helped establish the first ever Presidential debate that led to the election of Mauricio Macri. Established similar debates in Paraguay and Colombia.

Established a new regional corporate governance program that led to the institution of sounder corporate governance standards around the region in ways that had not been accomplished previously.

Launched a public policy magazine, Perspectiva, that focused on building democratic, market-oriented societies in Latin America in consortium with the leading think tanks of the region. 

Launched civil society reading circles in Cuba featuring Perspectiva Magazine and published two volumes of locally written essays and distributed them on the island.

Trained and mentored think tank leaders in Cuba and provided them with fellowships at some of Latin America’s best think tanks. 

Strengthening regional alliances such as the Pacific Alliance through the strengthening of governance standards. 

Developed and supported over 1,000 young entrepreneurs in Peru, Ecuador and Venezuela training them on sound business practices and democratic leadership. 

Trained hundreds of journalists in economic reporting in countries where freedom of expression is at risk. 

Developed yearly strategies assessing the challenges and opportunities for project work in the region and identified where development funds could best leverage positive, sustainable results. 

Previously, Mr. Zemko was a senior consultant at the accounting firm of PriceWaterhouseCoopers and an editor for the Economist Intelligence Unit in New York.  Mr. Zemko has Masters degree in international business from Columbia University and a Bachelor’s degree from the University of California, Riverside in political science and Latin American Studies.
