On July 23, 2005 the City Council authorized staff to commence a feasibility study and evaluation of the southwestern sphere. The area included Lake Hills, Victoria Grove, The Orchards, Canyon Ridge Estates, and Mockingbird Canyon, as well as property owned by Metropolitan Water District, which includes Lake Mathews and several habitat reserves.

The first phase, approximately 5,044 acres, will include the main developments of Lake Hills, the Orchards, and Victoria Grove along with infill development to adjoin the existing City boundaries.

The second phase, approximately 1,260 acres, will include Canyon Ridge Estates easterly to Mockingbird Canyon, including the Caballero Mobile Home Park.
