University Neighborhood Plan

The University Neighborhood Plan, the City of Riverside’s first neighborhood plan developed under the provisions of the General Plan 2025, was adopted by the City Council on June 17, 2008 (Resolution #21655). It is now included as Appendix C of the General Plan 2025.

The University Neighborhood Plan outlines Objectives, Policies and Implementation Tools specific to the University Neighborhood and describes the kind of environment desired by residents of the University Neighborhood.

City of Riverside Planning Staff and the project consultants, The Arroyo Group, developed the Plan to establish a clear vision and implementation strategy for improving the residential neighborhoods surrounding UCR.

Throughout the planning process that began in October 2005, community members were provided opportunities to address the most important issues that affect the quality of life in the University Neighborhood, including land use, parking, traffic, parks and open space, and noise. Residents also shared ideas that helped form the Neighborhood Vision which guided the development of the Objectives and Policies.
