Housing Request for Proposals Opportunities

4350 La Sierra Community  - UPDATE

Together we are shaping future development in La Sierra.

Beginning in January 2014, the Housing Authority of the City of Riverside and Residents of La Sierra set out to collaboratively shape future development in La Sierra, specifically on a parcel of land located at 4350 La Sierra Avenue, owned by the Housing Authority. The Housing Authority is required by State Law to develop a residential community that will be affordable to its ultimate occupants. Unfortunately, recent changes to State Law preclude the funding of age restricted (“Senior”) housing on the site until the Housing Authority builds additional family housing.

Through the Spring of 2014 residents provided their input as to the type of new residential community that would enhance their neighborhood. These preferences were incorporated into a Request for Proposals (RFP) released on May 9, 2014 with proposals due from interested parties on July 18, 2014. The proposals received were initially scored by Housing Authority staff, with the highest scoring proposal/development team being interviewed. On February 4, 2015, the highest scoring development team was invited to present to and be interviewed by the residents of La Sierra.

On March 4, 2015 the residents were given an opportunity to provide a recommendation to Housing Authority Staff regarding the proposal. Residents requested that the RFP be cancelled and all proposals received be declined, as the proposals called for the rental of residential units and the community strongly desired a community where homes would be for-sale. Housing Authority staff is working to draft a new Request for Qualifications (RFQ) for a for-sale community that incorporates the recommendations made by the community at the March 4th meeting.

When ready for release, a copy of the RFQ will be posted on this web-page. Currently, target for the RFQ release is April 2015.

Together we can shape the future development of the Chicago-Linden area of the Eastside Neighborhood. The Housing Authority of the City of Riverside is requesting proposals for a new housing community that will serve as a model project and an anchor for the neighborhood at the northwest corner of Chicago Avenue and 7th Street.

 

This RFP closed on September 26, 2014 proposals are under review.
