Inland Counties Legal Services is a non-profit law firm that pursues justice and equality for those that cannot afford an attorney. In the 60 years since its founding as the Legal Aid Society of Riverside in 1958, ICLS has evolved from a volunteer-based legal aid agency serving only low-income residents of the City of Riverside into an organization that serves the entire Inland Empire and desert regions (Riverside and San Bernardino Counties) of Southern California. ICLS operates five regional offices: Indio, Rancho Cucamonga, Riverside, San Bernardino, and Victorville. Every year, ICLS helps thousands of people with civil legal matters by providing direct representation and other legal assistance via our court-based projects, clinics, and collaborations with partner agencies, in addition to routine services offered at our offices.

ICLS specializes in poverty law and provides a full range of legal services in a number of areas, including Consumer Law; Domestic Violence; Education; Elder Law; Family Law; Health Law; Housing; Immigration (for victims of domestic violence, trafficking, or sexual assault); Public Benefits; and Tax (through the Low Income Taxpayer Clinic). ICLS also has a team devoted to affecting widespread change through Systemic and Impact Litigation.
