OFFICER INVOLVED SHOOTING INVESTIGATION

                                                            

RIVERSIDE, CA – On Monday, September 20, 2021 at approximately 2:17 p.m., the City of Riverside’s Public Safety Communications Center received a 9-1-1 call from a woman who reported that a man was armed with a handgun in her apartment, located along the 800 block of Blaine Street in Riverside.  She described the man with a gun as a Black male adult who looks about 29-years-old, medium size, wearing a white T-shirt, black pants, and with a black backpack.  The woman also claimed she did not know the person with a gun and was evasive with the dispatcher before the call was suddenly disconnected.

 

Riverside Police Officers arrived and found a black backpack on top of a bush underneath the woman’s second story balcony, and inside was a handgun.  They walked upstairs to the woman’s apartment and one officer knocked on the door and announced themselves as the police department, and for the woman to come to the door.  Since the woman was not responding and noise could be heard inside, the officer kicked the door open.  When the door opened, an officer-involved shooting occurred and the woman was shot once in the shoulder area.  A Black male adult who was also inside the apartment with the woman was not injured, and his description matched what the woman told our dispatcher.

 

The woman was taken to a local hospital for treatment of a non-life threatening wound then later released.  Investigators with the Riverside County Sheriff’s Department Force Investigations Detail responded to the scene and assumed the investigation. 

 

Later that evening, investigators learned the Black male adult inside the apartment with the woman was her boyfriend, and he had used physical force to prevent her from answering the door when the officers knocked.  The man was identified as 29-year-old Resan Bingham Jr. of San Bernardino.  Mr. Bingham Jr. was later arrested and booked into the Robert Presley Detention Center for false imprisonment, weapons violations, and violation of parole.  He is currently being held without bail.
