Oscar Mancillas Named Building Official in City of Riverside
Expertise in construction informed leadership in streamlining Riverside’s building and safety vision for more than 20 years
RIVERSIDE, Calif. – Oscar Mancillas, who has nearly three decades of experience in construction and the building and safety industry, has been named Building Official for the City of Riverside. He served as Acting Building Official for the past eight months and previously held the role of Assistant Building Official supporting the team.
Mancillas has spent 20 years with the City of Riverside’s Building & Safety Division, focusing on code compliance, accessibility and improving the efficiency of the city's development activities. He plays a vital role in streamlining the city's development review and permitting processes through the City’s One Stop Shop, providing comprehensive services to the community.
Mancillas has consistently facilitated a wide range of projects throughout the City including the Mark, Kaiser Permanente’s expansion, CBU School of Business and Engineering Center, and Mission Heritage Plaza, to name a few.
“Oscar Mancillas demonstrates outstanding leadership skills and brings a depth of knowledge to move the City forward in the goal to improve and streamline the development process,” said Chris Christopoulos, Deputy Director of Community and Economic Development and a former Riverside Building Official. “He is results-oriented, a problem solver and someone who understands the importance of keeping people safe through code compliance, while also providing the highest level of customer service to the development community to facilitate projects as quickly as possible.”
Mancillas began his career as a consulting Building Inspector for the City in 2004 and was hired by the City in 2005. He has advanced through the years, from Senior Inspector to Supervising Building Inspector, gaining valuable credentials and hands-on experience.
“I am honored to be selected for this important role in the Building and Safety Division,” Mancillas said. “I will continue to foster collaboration among team members and our outside partners, ensuring that our city’s development goals are met, and our division is a high-performing team.”
Mancillas brings strong leadership and management skills to the position. With more than eight years of supervisory and management experience, he is well-versed in team development and strategic planning.
“Oscar has shown he is the right person at this very pivotal time for the City of Riverside,” Community and Economic Development Director Jennifer Lilley said. “He has shown he understands how the Building and Safety team is a significant piece of the Economic Development strategy for the City’s growth and success. Mancillas attended Riverside Community College and holds a bachelor’s degree in business administration with an emphasis in management from Thomas Edison University. He advanced his leadership and management skills by graduating from the California Building Officials Leadership Academy in 2023.
