The City’s Public Works teams is primarily responsible for the planning and construction of transportation facilities throughout the city. Some of their tasks include developing planning documents to identify gaps in infrastructure, maintenance of all right-of-way facilities, and the adoption of an electric vehicle fleet for their department. The department contributes to the City’s sustainability goals by developing facilities that promote biking, walking, and rolling to reduce emissions from single-use vehicle trips.
Trails and Bikeways
The City of Riverside is enhancing transportation options with accessible and affordable initiatives. Riverside has expanded bikeways, offering 17 miles of Class I bikeways, 26.4 miles of Class I Non-Standard trails, and 101.5 miles of Class II Bikeways. For pedestrians, a 2030 Trails Master Plan is expanding 31 miles of multipurpose trails across scenic hillsides and natural areas. This TMP was developed as part of the Riverside PACT (Pedestrian Target Safeguarding Plan, Active Transportation Plan, Complete Streets Ordinance, and Trail Master Plan) planning process, an integrated citywide planning effort addressing on-street and off-street active transportation informed by a robust public engagement process. Public outreach efforts undertaken as part of the PACT process in all 7 Wards included 25 in-person presentations with community groups, surveying the public on preferences and priorities at existing events, a virtual community workshop, and an interactive online public input map that enabled residents to draw-in proposed trails, identify gaps, and prioritize trail projects.
Electric Vehicle Charging Stations
On September 26, 2017, the City Council approved a Supercharger Agreement with Tesla, Inc. for the installation of 12 Tesla Supercharger Stations at the Mission Square Parking Garage, Level 3, and two Tesla Supercharger Stations on Level 1.
Electrify America charging stations will be located on Level 1 of the Mission Square parking garage, along the Market Street side of the structure. Electrify America will improve approximately 1,134 square feet of space that was previously the bank drive-thru area and Electrify America.
Electrify Riverside Rebates

Thinking of buying or leasing an electric vehicle (EV), or already own one? Our Public Utilities’ Electrify Your Ride EV Rebates can help you save! Available rebates for residents include $500 for installing a level 2 plug-in charger, up to $805 for a time-of-use meter, and up to $1000 or $2500 for low-income customers for electric vehicles purchased or leased from January 1st, 2023 onwards. Additionally, business can receive $5,000-$10,000 per charging station for public accessible EV chargers.
