The Public Permit Portal will enable you to remotely submit Planning applications* and electronic plans, pay fees, track progress, and more, 24 hours a day, 7 days a week. The City invites you to register and utilize the Public Portal, powered by the POSSE Land Management System (LMS). Begin streamlining your development projects without visiting City Hall, waiting in lines for service, or printing paper plans - saving you time and money.
Please review the brief “How To” videos provided for your convenience below, along with the tutorials to assist you in navigating the portal as you register, submit Planning applications and track projects.

*Please note that not every type of Planning Application can be submitted through the Public Portal at this time. Submittal of complex applications should be coordinated with a Case Planner. If you are unsure about which Planning Application type is needed for your project, please contact us.

Existing e-Plan Review Projects in Project-Dox
For existing projects undergoing electronic plan review using Project-Dox software, please visit https://eplans.riversideca.gov/ProjectDox/index.aspx to log in and continue processing your permit application accordingly. Thereafter, all new permit applications and electronic plan submittals must register and utilize the new Public Permit Portal, or submit projects in person at the One Stop Shop.
