Housing Opportunities for Persons with AIDS (HOPWA Program)

The Housing Opportunities for Persons with AIDS (HOPWA) Program, established by the AIDS Housing Opportunity Act, is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. Under the HOPWA program, HUD makes grants to local communities, states, and nonprofit organizations for projects that benefit low-income persons living with HIV/AIDS and their families.

PLEE Compensation Policy for Participation in the HOPWA Program’s Race, Gender, LGBTQ+ Equity Initiative

Introduction:

This policy outlines the City of Riverside’s HOPWA Division - PLEE (Persons with Lived Experience and Expertise) participation in the HOPWA Equity Initiative and includes a description about the minimum rates and guidelines for compensating PLEE members. The City of Riverside will update this document based on the participation of the program through the HOPWA Equity Initiative annually or in response to PLEE feedback and make it available to PLEE members. 

Compensation:

PLEE participants will be compensated at $20 an hour for eligible PLEE-related activities under the HOPWA budget line-item Resource ID and/or Admin. Participants will receive a gift card for $20, per hour.

  • Every hour of PLEE participation will be compensated $20 an hour for eligible PLEE-related activities via gift cards
  • Every hour of PLEE participation will be compensated for a $20 Gift Card for either of the following locations.
    • Grocery Store Card  
    • Transportation Gift Card (Gas, Uber/Lyft, Bus Passes)
    • Walmart, Amazon, or Target Gift Card

PLEE Participation:

Participants in the PLEE Program are invited to attend Affinity Group Calls, which will be held the 1st and 3rd Friday of each month from 12-1 pm Pacific Time. PLEE individuals will receive a calendar invitation for the Affinity Group which will include the Zoom link for all meetings.

 

PLEE participants are encouraged to participate in the following, under their discretion:

  • Table Discussion
  • Participating and engaging in PLEE meetings
    • PLEE Affinity Group: First and third Friday of each month from 12-1pm PT
  • Participating and engaging in HOPWA Equity Initiative meetings
    • Planning Body Meetings: First Wednesday of the month from 10-11am PT
    • HOPWA Equity TA and Riverside Check-ins: Biweekly Wednesdays and/or Fridays from 12-1pm PT
  • Sessions to offer opinions, feedback, and experiences on policy, documents, or approaches.
  • Participation in policy making.
  • Participation in providing feedback to the HOPWA CAPER language
  • Series of virtual sessions such as a training, webinar, or conference calls including time to prepare and deliver the event if other compensation is not provided.

 

Payment Procedures:

  • Once a month, timecards will be submitted to the Housing Authority of the County of Riverside or Foothill AIDS Project who will then forward the timecards to Martha Naranjo, City of Riverside HOPWA Division, Martha Naranjo at [email protected] timecards must be submitted every third Friday of the month with the subject title “Your Name Time and PLEE HOPWA Participation Date Range.” Please make sure that it is in PDF or WORD format. Zero Tolerance Policy:

Prohibited Behaviors 

Any form of harassment, discrimination, or bullying based on individual characteristics such as status, race, labels and titles, gender, etc. is strictly prohibited. Engaging in physical violence, making threats, or intimidating others is not tolerated.

The City of Riverside HOPWA Division believes in the opportunity to provide each person with an opportunity and a voice. If at any time, an individual breaks the Zero Tolerance Policy, the City of Riverside HOPWA Division has the right to dismiss PLEE participants of the program. Final compensation will be made up to the date of dismissal. 

As administrators of HOPWA funding, we take the confidentiality of our clients seriously. All City staff, Housing Authority of the County of Riverside, and Foothill AIDS Project staff have signed the Equity Initiative Confidentiality Statement to express our commitment to your confidentiality. 


 

PLEE Timesheet Instructions:

BEFORE FILLING OUT THE TIMESHEET

As the weeks/months go by, it is very important to be responsible for the meetings and hours you put into PLEE Participation. 

For all meetings you attend and participate in, be sure to keep track of the meeting dates and titles and how many hours you attended.

 

WHEN FILLING OUT THE TIMESHEET

  • The documents will have the meeting title and meeting date/time.
  • On timesheet include the following:
    • Your full name
    • Workweek date range
    • Number of Hours - enter the number of hours related to work performed including attending meetings/calls
    • Total Amount - should be the number of hours you put; times $20 (ie.2 hours x $20 = $40)
