Required Notice for Pre-Scheduled Drop-Offs

Organizations and government entities must coordinate with the City of Riverside before transporting and dropping off an individual who lacks a fixed, regular, and adequate nighttime residence within the city.

About the Ordinance

Chapter 9.56 of the Riverside Municipal Code establishes a minimal reporting and coordination framework designed to ensure continuity of care, protect public health and safety, and responsibly manage limited municipal resources.

Pre-scheduled drop-offs must occur during normal business hours: 8 a.m. to 5 p.m., Sunday through Saturday.

These hours allow City staff and service providers to coordinate shelter placement, behavioral health services, and housing navigation.

Notification Requirement

The ordinance applies to any organization or government entity, or any employee or agent acting on behalf of an organization or government entity, that intends to transport and drop off an individual who lacks a fixed, regular, and adequate nighttime residence within the City of Riverside.

Notice must be provided to the City Manager and the Director of Housing and Human Services at least 24 hours before the planned drop-off.

Required Forms

Two separate notices are required. Completing only one form does not satisfy the notification requirements established by Chapter 9.56.
