POLICY DURING THE COVID-19 DECLARED EMERGENCY

Due to the Coronavirus (COVID-19) pandemic, the One Stop Shop continues to provide development services but remains closed to the public until further notice. To additionally combat its spread, a significant reduction of our workforce is in place to maximize social distancing. Although we will work to be as responsive as possible, additional time is needed to process applications remotely, perform plan reviews, and provide field inspection services. Please anticipate delays in the development process as we continue to respond to this crisis.

BUSINESS LICENSE RENEWAL FEES
To help local businesses and nonprofits impacted by the COVID-19 pandemic, business licenses renewal fees due on March 31st and April 30th have been extended to June 30, 2020 without penalty. A five (5) percent discount remains in effect for those businesses paying on or before the expiration date.

TRANSIENT OCCUPANCY TAX (TOT)
The deadline to submit TOT payments in May and June has been extended. Please ensure your TOT return notice and payments are received in our office no later than 5:00 PM on Sunday, May 31, 2020, for April’s submission & no later than 5:00 PM on Tuesday, June 30, 2020, for May’s submission, to avoid any penalties.

BUSINESS LICENSE CERTIFICATES
Business license certificates are mailed out 30 days after payment has been received. Please allow additional time for the processing of your business license certificate.

Business Tax Electronic Filing – Save Time, Effort and Postage!  

NEW BUSINESS APPLICATION

Submit your NEW application online. Choose Submit a NEW Business License application. Once processed, we will send an email notifying you of the amount due and instructions on how to make your payment online.

RENEW YOUR ANNUAL BUSINESS LICENSE

E-filing speeds and simplifies the filing of your business license renewal. Your mailed renewal notice contains the account number and PIN number that are required to login to the system. Choose the RENEW YOUR ANNUAL BUSINESS LICENSE option and enter a few details and the system automatically calculates your business taxes, accepts your credit card or ACH Debit payment and provides you with a receipt.

CLOSE YOUR EXISTING BUSINESS TAX ACCOUNT

If you are no longer conducting business in the City of Riverside, you may close your account using the online process. You will be required to provide a reason for the closure.

Conducting Business in Riverside

If you are planning to conduct business in the City of Riverside you must obtain a City of Riverside business license, also referred to as a business tax.

All persons or companies conducting business in the City of Riverside are required to pay a business tax. This includes, but is not limited to, retail outlets, wholesalers, manufacturers, service companies, professional businesses, independent contractors, home businesses, and commercial and residential landlords. If you conduct business in the City of Riverside from an office located outside of Riverside, you are required to pay a business tax.

Business taxes are due on or before the first day of business for any new business. Business taxes are paid annually unless otherwise specified. All annual business taxes are due in advance; on or before the expiration date of the then current certificate.

If you are starting a new business, you must also check to see if you need to record a Fictitious Business Name or if you require a state seller's permit. Links to the right will help you find some of these resources.

Businesses that are not physically located within the city limits may also be required to obtain a City of Riverside business license. For detailed information on the City's business tax, licenses and regulations, please review the City's Municipal Code.

Depending on the type of business you conduct, you may be required to interact with more than one City department to acquire a business license. For example, your business facility may require City electric or water services, zoning or building code approval, or the services you provide may require special licenses.
